On 9 January 2013, former Deputy Foreign Minister of Vietnam, H.E. Le Luong Minh, officially assumed his role as Secretary General of the Association for Southeast Asian Nations (ASEAN) at the Ceremony for the Transfer of Office at the ASEAN Secretariat in Jakarta, Indonesia. In accepting this position, Mr. Minh became the first Vietnamese Secretary General in ASEAN’s history. His five-year tenure will last from January 2013 through December 2017.

The ceremony was attended by representatives from the ten member nations of the ASEAN region, international organizations, academic institutions, and leading international business organizations. Among the attendees was outgoing ASEAN Secretary General H.E. Dr. Surin Pitsuwan. Dr. Pitsuwan served as Secretary General from January 2008 through December 2012. Throughout his tenure, Dr. Pitsuwan showed invaluable support for the IDPP for the ASEAN Region. He participated in expert meetings in Bangkok, Thailand during the IDPP’s formation, and served as keynote speaker for the IDPP’s inaugural convocation ceremony for graduating CIDP Master’s students held at Mahidol University near Bangkok, Thailand on 14 August 2012.
The IDPP – which was born as an initiative of The Nippon Foundation and established in accordance with the ASEAN Vision 2020 of creating an ASEAN region that is inclusive, barrier-free, and rights-based – currently has 13 university partners, of which 11 are based in the ASEAN region and three in Vietnam. The CIDP Master’s program consists of numerous students and faculty members throughout the region, and The Nippon Foundation offers full fellowships geared toward persons with disabilities in the ASEAN region.
Mr. Minh assumes his role as ASEAN Secretary General after a decades-long career in Vietnam’s Ministry of Foreign Affairs that began in 1975. After appointments as Ambassador-Permanent Representative to the United Nations (UN) Office in Geneva and UN headquarters in New York, and Acting Director-General for International Organizations and Director-General for Multilateral Economic Cooperation in Vietnam’s Foreign Ministry, Mr. Minh served as Ambassador Extraordinary and Plenipotentiary-Permanent Representative of Vietnam to the UN from 2004-2011. Concurrently, he served as Deputy Minister of Foreign Affairs for Vietnam from 2008-2011.*
